This toolkit was created in 2013 by the Illinois Emergency Medical Services for Children (EMSC), which is a collaborative program between the Illinois Department of Public Health and Ann & Robert H. Lurie Children’s Hospital of Chicago. This document was developed by the Illinois EMSC under the direction of the EMSC Advisory Board and the Illinois Terrorism Task Force’s Pediatric Preparedness Work Group. In addition, contributions have also been made by numerous hospital emergency preparedness and
safety coordinators as well as perinatal professionals who reviewed and commented on draft versions of this document.
