J6: An Independent Report on the Need for Multi-Jurisdictional Unified Command at the U.S. Capitol for National Security Special Events and Other Incidents

The U.S. Capitol Complex must adopt and use the National Incident Management System’s construct of Unified Command

U.S. Federal laws, policies, etc. must be modified to mandate a multi-agency/multi-jurisdictional Unified Command structure for all incidents which may adversely impact the people and property of non-Executive Branch Federal sites – such as the U.S. Capitol Complex. This would align these sites with the National Incident Management System used by the local and state/territorial, sovereign tribal nations sites, and the federal sites located within the states and territories.

Barton Dunant researched the J6 incident at the U.S. Capitol Complex, from the view of incident command and control – and the lack of interoperable communications and intelligence-sharing amongst emergency responder groups. Inconsistent mission goals and objectives, as well as the continued lack of priority for workplace safety, require changes to be made in the way that incidents are managed at the U.S. Capitol Complex.
